The LUCIDE project arises from a previous project called Languages in Europe: Theory, Policy, Practice (LETPP), carried out by The Languages Company and The London School of Economics, working with CERCLES (University Language Centres), FIPLV (Language Teachers Associations) and the UK Parliamentary group on languages.
The LETPP project had two main focuses – Languages and Social Cohesion and Languages and Intercultural Communication. Through open debate and dialogue it examined both the theory and practice of Multilingual policy in Europe. This led us both to confirm certain key directions and to challenge some established thinking.
Following 2 high level seminars and an international conference attended by 150 participants from 18 countries, as well as representatives of the EU and Council of Europe, we carried out an in-depth on-line consultation across Europe. At a final seminar in late October key findings about possible future directions for language policy were presented. The key conclusions to emerge related to the following issues:
- New parameters for European language policy
- Refocusing the current model
- Implications for education systems
- New pedagogies, new approaches, different organisational models
- Current and future drivers and contexts for Multilingualism
- New kinds of Network – the Internet and the City
One direct result of these proposals was the idea that the multilingual city would be both the driver of change and a test bed for future progress. It is this which has provided both the inspiration and the framework for the LUCIDE network project.
